A tyrannical government is the most violent and least powerful form of governance. In reality, one of the clearest distinctions between power and violence is that power always requires numbers, whereas violence can, at least to some extent, continue its function without them, as it relies on means and tools. On the other hand, without the use of violence, a majority that is not limited by the bounds of law—meaning democracy without a constitution—can indeed be terrifying in trampling the rights of minorities and very effective in stifling opposing views. However, this does not mean that violence is the same as authority."
