Hello,

Although, in practice, all the specialized general and revolutionary prosecutors’ offices of the districts of Tehran are a single prosecutors’ office and the jurisdictions are not inherent but rather territorial, within this same classification, you are right.

Of course, I do not know whether the complainant initially filed the complaint with Prosecutor’s Office District 31 and the judicial service offices mistakenly sent the complaint to Prosecutor’s Office District 31, without noticing that the defendant and the place where the offense occurred were outside Iran, or whether the defendant had other ongoing cases before Branch 2 of the District 31 Investigation Office, and the referral deputy of the prosecutors’ office also reviewed this complaint and referred it to that authority for unified handling.
