A larger or equally serious problem and damage is that a certain influential person or government official, in order to encourage a person or his promotion, tells a certain institution or the media, "Encourage him," or conversely, hints, "Prepare a report against him or have the media take action against him."
And then, based on that report or its wave, they act as if that was what they had willed!
