Does the Supreme National Security Council, even if it has a resolution with absolute votes, and even if it were to pass it with the utmost independence, do anything other than that it will only gain validity with the signature and approval of the Supreme Leader?
Let alone the fact that in recent years, its secretariat has adopted and communicated orders and measures that, in practice, seem to override even the council's own resolutions!
