Dr. Kamal Shadpour, born in 1937, spent his first 16 years of service (from 1962 to 1978) in preventive medicine, combating diseases, and providing services to rural and urban areas of the country. He gained experiences during this time that he utilized in his second 16 years of service (from 1978 to 1994, the year he officially retired) to form a small team of two or three people for designing health and treatment networks, later participating in a broader group to establish and expand these networks.

Dr. Shadpour's third 16 years of service (from 1994 to 2010) continued along the same path, significantly contributing to the healthcare system. His efforts ultimately earned him the Dr. Shousha Award and Medal in 2005 for “effective participation in the development of national policies, providing health services, and assisting in the improvement of public health services in the Eastern Mediterranean region” from the World Health Organization. He passed away in 2013.
