2002 was a difficult year for Mohsen Noorbakhsh.  This year, to implement the monetary policies, the central bank adopted strict methods, such as: After two decades, exchange rate equalization was implemented, inflation was declining, and the central bank was trying to maintain its independence.  Probably, one of the most important issues that troubled Mohsen Noorbakhsh's mind in those days was the accusations that had been raised by some people against the Governor General of the Central Bank in the previous months.

 Noorbakhsh told his old friend about the intensification of the pressure on himself and the Central Bank and explained how some people have turned their backs on filing and threatening him.  He told the story of the day when his former deputy, along with one of his fellow professors at Shahid Beheshti University, sat in front of him and interrogated him.  Lately, the work of Mr. President General and Minister of Economic Affairs and Finance was badly tied up and Mohsen Noorbakhsh was under severe pressure from him.

 Tahmasab Mazaheri was the fiercest opponent of Mohsen Noorbakhsh and the difference between the two had reached its highest level.  However, Noorbakhsh also had powerful opponents in the judicial institutions who filed serious cases against him.  One of the then officials of the judiciary, who was once his deputy in the Ministry of Economy, had filed a serious case against him and planned to take his former boss to court.

 At the same time, pressure groups in some private sector organizations were constantly commenting against his policies, and even the reformists in the parliament and the government were fighting against Noorbakhsh.  He did not have friends and companions and he stood alone against the pressures.  His wife's interpretation is this;  "He poured everything into himself".

 "What hurt Noorbakhsh more than anything in those days was the interference of the Minister of Economic Affairs and Finance in the policies of the Central Bank, which unfortunately was reflected in newspapers and interviews before it was discussed in expert circles.  The Minister of Economic Affairs and Finance at that time was persistent in lowering the exchange rate and lowering the bank interest rate, and Noorbakhsh considered these two issues to be contrary to the interests of the country and unscientific."
