On August 24, 2003, Mohammad Sadr—a current member of the Expediency Discernment Council and the then-Deputy Minister of Foreign Affairs—wrote a report marked "Urgent" to the Chief of Staff of the Leader of the Islamic Republic. In it, he stated that the family of Akbar Hashemi Rafsanjani (referred to only as "Mr.," without the title "Hojjat-ol-Islam" or any official designation) intended to travel to Libya, and that the Ministry of Foreign Affairs was opposed to the trip.

Seyyed Ali-Asghar Hejazi, the Deputy of the Leader's Office, forwarded the report confidentially to Akbar Hashemi himself!

It appears that this trip eventually took place.
