Historical review - A person who does not observe hijab is not properly educated/ Because a woman is attractive, the Quran says that she should be chaste.

Because a woman is sexually attractive, the Quran's strategy is to make a woman known as a chaste human being so that she will not be harassed, which we call violence against women.

Mandatory hijab is not the right word, because hijab is the ruling of the Qur'an and the Islamic system. Therefore, it cannot be said that mandatory hijab is the same as saying that mandatory red light is the law of the law.

In my opinion, instead of pointing the finger of blame at a person who does not observe hijab, we should realize that this person is a victim herself and that she was not given the right education and was not raised properly.
