In recent days, the security situation reached a level of sensitivity that necessitated proactive action on a national scale.The synergy between intelligence, law enforcement, and decision-making institutions at high executive levels, relying on multidimensional assessments and real-time warnings from specific senior guides, led to effective and unobtrusive management of the situation.The government, based on expert assessments from intelligence agencies, decided to implement multilayered control policies, and the police, through precise and coordinated field actions, prevented unrest and the escalation of the crisis. The focus of the operation was on "centralized guidance, unobtrusive control, and active prevention."

The final analysis shows that the reaction of the information system at this stage has been one of the examples of calmly managing the crisis, without costly mobilization or media outburst, which is a result of the experience gained from the previous confrontations during the 2021 protests. The continuation of this model requires the stabilization of a 'soft alert-based rapid response' at the executive levels.

This comes at a time when in the case of Mahsa Amini, due to the lack of operational coherence among responsible institutions, confusion, absence of proactive analyses, insufficient attention to specific senior warnings, and also negligence of media repercussions in the initial hours of the incident, the situation quickly escalated from a controllable event to a widespread field uprising linked to dense layers of social dissatisfaction.

Comparing the two situations indicates a transfer of experience, an enhancement of situational analysis capacity, and the utilization of decision-making and security institutions in managing fragile scenes. In the recent case, data-driven intervention, control of the media narrative, and maintaining field tranquility replaced emotional decisions and reactive actions; an approach that prevented the activation of the protest cycle and the reproduction of the crisis; otherwise, the event had enough potential to create a social crisis.
