During Mr. Khatami's government, in interaction with the European Troika, Iran sought to keep the nuclear file within the Agency [IAEA] and prevent its referral to the Security Council, so that the determination of the file would not fall into the hands of the United States.
However, during the Ahmadinejad government, due to a superficial analysis, and after several resolutions in the IAEA Board of Governors, Iran's file went to the UN Security Council, and Iran faced international Security Council sanctions.
During this period, the third round of sanctions was imposed against Iran. This time, the US had global consensus for imposing sanctions against Iran. Consecutive sanctions resolutions were passed against Iran in the UN Security Council, and Iran was placed under Chapter VII of the United Nations Charter.
