In the last two to three weeks, the structure of Internet shutdowns in Iran has been based on a completely security pattern: a nationwide shutdown, layer-by-layer restrictions, and then a trickle-down reopening to manage the external image.

Currently, the actual access to the Internet is about 2%;  And not in the sense of free access, but relying on scattered proxies and a number of VPNs that are fully monitored.

This limited reopening does not mean "returning the Internet";  Rather, it is a new phase of digital crisis management.

The important point here is that the small volume of current traffic and the limited connection channels make the total data in transit completely traceable.  Many active VPNs and proxies, especially those that suddenly "work" these days, are in the business of security organizations or in the service of data crawling, behavioral profiling, and mapping of communication networks.

So even if the connection is established, there is no complete security;  Every movement, every message, every account login, and every data can be part of a systematic surveillance.
