Province means government. Velayat means that if the ruler gives an order, it must be implemented.
In order to provide for the interests of the people, the government must have powers. If the scope of these powers is limited, it will lead to anarchy, pluralism or tyranny. Province means the provision of people's interests, so this province should be absolute.
