You know that there is a difference between "fatwa" from the authority of taqlid for imitators and "judgment" but absolute jurisprudence for a system with shari'a and political consequences.
Wouldn't it be better for his office to announce Ayatollah Khamenei's fatwa in the form of a "forced order" first for reasons that you are more aware of, and then let the media know so as to bring about unity of action?
