There is a fundamental difference between a “strategic ally” and a “strategic intermediary,” and China, in its relationship with Iran, has played more of an intermediary role.

Keyumars Eshtehardi, professor of political science at University of Tehran:

“There is a fundamental difference between a ‘strategic ally’ and a ‘strategic intermediary,’ and China, in its relationship with Iran, has mostly played the role of an intermediary.

A strategic intermediary supports you only to the extent that its own interests are not endangered, and at critical moments it may even take positions against you.

China has repeatedly stated that expanding economic relations with Iran requires resolving Tehran’s dispute with the United States.

On certain issues — such as UN Security Council resolutions or the matter of the three disputed islands — Beijing has prioritized its own interests over support for Iran.

Dependence on a strategic intermediary can be dangerous because that country may ultimately act in line with the interests of your rivals.

Iran’s independent role in the region and in the Strait of Hormuz issue could push China from being merely an intermediary toward becoming a strategic ally.

Iran must establish the reality that economic development in the Persian Gulf is not possible without Iran’s participation.

If it becomes understood that major regional projects are vulnerable without Iran’s involvement, China may elevate its relationship with Tehran to the level of a strategic ally.”
