If the third leader of the Islamic Republic possesses a Risalah (practical treatise) or fatwas and is a Marja', then the Mujtahids of the regions and the Maraji' of the seminaries must announce it officially and publicly. Alternatively, if a most-learned (A'lam) Marja' is to be announced—similar to what was done for Ayatollah Mohammad Ali Araki or other Maraji' in 1994—the duty of the followers and the religiously obligated must be clarified as soon as possible.
