In the regulations for the organization of stagnant archives, documents, objects and archival property of the judicial branch, approved on 9/14/1402 by Mohseni Ajieh, the head of the judicial branch, an article caught my attention.

The fact is that in addition to the regulations on how to maintain secret and confidential government documents and classification and how to specify the type of documents and information approved in 1994, there are other regulations related to the protection of classified documents and information that are not approved by the Council of Ministers but by the Council.  It is highly national security and is definitely classified and not publicly released.

In this case, since its contents have not been notified, each of the government bodies, at their own discretion, will consider a correspondence to be classified according to that order.

And this is the complex administrative structure and power pyramid of the country.
