Due to security issues, it may not be possible to determine precisely how much Syria owes Iran. However, based on the generalities that existed at the time when I was in the Islamic Consultative Assembly (Parliament), I reached a general figure of between 20 to 30 billion dollars; because there was differing information regarding this 10 billion.
I believe that the necessary mechanisms for the collection of this debt exist within the realm of international law. In fact, after a change of government, the responsibility to collect this debt from the Syrians does not fall away.
Now that the government in Syria has changed, the Islamic Republic of Iran should document all of its claims and according to international law, the new political-administrative structure of Syria is obliged to pay this debt to the Iranian people. /Shargh
