Born in 1294 SH (1915) in Beladeh, Mazandaran, his parents were Mehdi Nuri (a cleric) and Zahra Soltani Nuri.
He was the grandson of Sheikh Fazlollah Nouri on his paternal side and Mirza Hossein Nouri on his maternal side. In 1323 SH (1944), he married Maryam Firouz, who stayed by his side until the end of her life.
Nuruddin Kianouri was saved from execution (death sentence) by Ayatollah Khomeini.
