I have a legal question, of course in form

Question:

Dr. Masoud Mezikian, during the inauguration ceremony of the previous and new Ministers of Science, Research and Technology, to the new Minister of Science, who happens to be the former deputy for legal affairs and parliamentary affairs of this ministry, and the secretary of the government board and attorney, ordered all dismissed professors or  Deprived of teaching at the university, return to their jobs.

First: I don't know if this order includes universities of medical sciences and healthcare services or not?

Second: I don't know if this order can be extended to Islamic Azad University or not?

Third: Has Masoud Bizikian given a written order to the minister or not?

Emphasizing that the spirit of this action is very valuable, but the truth must be known:

Distinguished professors and perhaps distinguished students were formally condemned by the rulings of the boards that, according to the decree of Ayatollah Khamenei, do not have the ability to appeal in the Court of Administrative Justice and the judiciary, and perhaps the special appeal boards, approved by the Supreme Council of the Cultural Revolution,

With this order of the president, do the ministers of health, treatment and medical education and science, research and technology, who are the highest employees who do not have a boss, have the authority to violate and ignore these decrees independently, according to the law and ruling systems?

And the next question from the head and secretary of the Supreme Council of Cultural Revolution:

Has the policy of the leader of the Islamic Republic and the approvals of the Supreme Council of the Cultural Revolution changed in this regard?
