In this law, the press means everything that is printed with a machine (books, pamphlets and newspapers). The preamble of this law states:
"According to the 20th article of the constitution, the public press is prohibited except for misleading books and material harmful to religion, free and audited in them. But if something against the press law is found in it, the publisher or the author will be punished according to the press law, and if the author is abroad, the publisher will be punished."
