Thirteen months after the events of July 18, 1999, on August 2, 2000, the then-responsible person for the seventh session of the Office for Strengthening Unity sent a letter to the then-governor of Lorestan Province regarding a student camp titled "The Future of Reforms in Iran," requesting cooperation from September 1 to September 8, 2000.

 Following the approval of the Lorestan governorate, the political camp of the Office for Strengthening Unity began its activities on Thursday, September 2, 2000, with a message from then-President Mohammad Khatami.

At the start of the session, a group of plainclothes individuals attempted to disrupt the meeting through demonstrations and creating tensions, which continued until the third day of the event, during which some invited speakers were prevented from delivering their speeches.

On the morning of the third day of the session, Abbas Abdi reportedly described the powers of the leadership as illegal and un-Islamic. As tensions escalated due to the actions of the plainclothes individuals, the provincial branch of the Participation Party issued a statement on September 5, 2000, calling on its supporters to gather in support of the Office for Strengthening Unity.

This gathering and march escalated into widespread clashes in the city, with slogans directed against the authorities of the regime, and unrest persisted for several days thereafter.

During this chaos, some citizens engaged in vandalism and clashes with the local police in one of the city’s streets, resulting in the death of one police officer and injuries to nearly 80 others.

Several public institutions and banks were set on fire, causing significant financial damage to state property.

Subsequently, opponents of the Office for Strengthening Unity, supported by certain entities, staged a protest in front of the home of the city’s Friday prayer leader, demanding action against the sources of insecurity in Khorramabad and accountability for the alleged incompetence of the governorate officials.

Mustafa Tajzadeh, the then-Political and Social Deputy Minister of Interior, at Khorramabad Airport while boarding a plane, addressed the then-political deputy of the Lorestan governorate, saying: "Identify, arrest these fascists, and announce their names to the newspapers."

During subsequent clashes in the city, one student lost his life, and the Office for Strengthening Unity was no longer permitted to hold its annual meeting by the Ministry of Science and other relevant authorities.

As tensions escalated between the Sixth Majlis and the conservatives, pressure groups besieged the airports of Mashhad and Tabas to prevent two members of parliament from attending and speaking, and this situation continued intermittently in the following months.
