He made a plan to build shelters for victims of earthquakes and made suggestions about the reconstruction of earthquake-affected areas. [Mr. Gholamreza Aghazadeh], the oil minister came. He brought a report on the status of gas resources and its production and sales. He explained the negotiations with the Minister of Oil of Algeria and requested that an area affected by the earthquake be handed over to the Ministry of Oil for reconstruction.

In the evening, the government meeting was held one hour late due to the participation of the ministers in the Rahbari funeral [for those killed in the earthquake]. The earthquake, extent of damages, casualties and reconstruction were discussed. Mr. [Abdullah] Nouri, the country's minister, was appointed as the person in charge and manager of the earthquake victims.

At night, we had a meeting with Ayatollah Khamenei. We negotiated and made decisions about the protection of army information, the Manjil Dam, Iraqi prisoners in Manjil, the visit of the Minister of Foreign Affairs of Turkey to Iran, the Program and Budget Commission, propaganda abroad, foreign students in Iran and earthquake issues. I arrived home at half past ten at night. A relatively severe earthquake occurred in Gilan today.
