The discussion about the budget notes [for 1986] started in public meetings. At noon, I went to the president's office to meet the military commanders; The commanders who are going to participate in future operations had gone to Mashhad and today they went to visit the Imam.

After the congregational prayer, Ayatollah Khamenei and I talked with them and had lunch with them. Then we had a private meeting with Sayad, Mohsen Rezaei and Rafiq. The time to start the attack was negotiated; We reached good results and there were important issues that were resolved. They went to the front.

At half past three in the afternoon, we had a joint meeting of the government board and the heads of the parliamentary commissions. It took three hours. There was a discussion about mobilizing facilities for the war and it was half finished. It was decided to make a decision about it in the next meeting, when the war situation will be clearer. There was also a consultation about the financing of the current year's budget deficits. It was decided to add a note to the notes of the budget proposed to the parliament.

I went to my office at night. I did the administrative work. Mr. Rouhani came. We discussed the issues of future operations.

Mr. [Ayatollah] Khamenei told the result of their meeting with Imam; It is fruitless. Imam had the same position as before with the [Islamic Republic] party.
