Discussion on the investigation and inquiry into institutions under the Leader of the Islamic Republic at the Expediency Council following Ayatollah Khamenei's referral and the Council's decision not to intervene except regarding the absolute authority, along with a letter from Hashemi to the Leader stating:

"Referring back to letter 1380/4/7 regarding the legal pathway for reconsideration of Article 198 of the internal regulations of the Islamic Consultative Assembly approved in 1379, I would like to inform you: The subject was discussed in the Council's meeting on 1380/4/9, and the Council’s opinion is presented as follows:

Based on the interpretative opinion of the esteemed Guardian Council, there is no legal avenue for reconsideration of the aforementioned resolution. Therefore, if Your Excellency deems reconsideration necessary, please issue a directive for further examination using the powers of the position of absolute leadership, along with relevant guidance for the Expediency Council."

Approval of three additional clauses of the draft general policies for national security in the cultural sector.

Meeting with Sheikh Ghodrat Alikhani, the representative of Boyin Zahra in the sixth Parliament, and a report on the intra-group conflicts of the Second Khordad Front, suggesting that the Council should not allow the investigation and inquiry into institutions under the Leader, along with complaints about the Kargozaran Party and the Participation Front.

In the meeting of the Expediency Council, before the agenda, there was a discussion regarding the investigation and inquiry into institutions under the leadership. The Leader, in a letter, asked the Council to take legal action for reconsideration; the conclusion of the discussion was that based on the interpretation of the Guardian Council, there is no legal way for reconsideration, and only the Leader can request a reconsideration using the right of absolute leadership. We sent this in a letter in response to their letter. We approved three clauses of the [general policies] for national security in the cultural dimension.

In the afternoon, Mr. [Sheikh Ghodrat] Alikhani, the representative of [Boyin Zahra] in Parliament, came. He mentioned some of the intra-group conflicts of the Second Khordad Front and requested that the Expediency Council not allow the request for investigation and inquiry into institutions under the Leader because the radical left group is not backing down from their adventures. If this is resolved, they will raise another issue to create tension, just as they did after the Leader's response to Mr. [Mahdi] Karroubi, [the Speaker of the Parliament], where they brought up other issues and did not appreciate the Leader’s action. He also criticized the [Kargozaran] party for collaborating with the Participation Front during the elections of the [Parliamentary] Board to include their own members in the Board.

In Yugoslavia, there are large protests against the transfer of [Slobodan] Milosevic, the former president of Serbia, to the Hague court, which Libya has condemned. Mr. Fidel Castro, the leader of Cuba, who fainted during a speech three days ago, with this situation seen as the approach of the end of his tenure, stated that his brother, [Raúl Castro], is a suitable successor for him.

Kofi Annan was elected unanimously for a second term as Secretary-General of the United Nations at the UN General Assembly. It was announced that in Afghanistan, an average of 150 people are killed monthly due to landmine incidents.
