  In an interview with the press, Ramzanzadeh, [Government Spokesman], gave a definition of a dictatorship that insulted the leadership and was manipulated by the foreign media.  He said that if a person has absolute authority and command of the armed forces and institutions such as the judiciary, he becomes a dictator.

The first meeting of the [UN] Security Council, regarding the new US plan for [disarmament] Iraq, ended without a result and the next meeting was postponed until tomorrow, which is not a secret meeting, and it was said that three important elements in this plan include: 
1- Declaration of Iraq's non-compliance with the resolutions of the [Security] Council 
2- Strengthening [UN weapons] inspectors with a new mechanism 
3- predicting the use of force;  Russia and France are still against it.  

Last night in Moscow, a group of armed Chechens took about 700 people hostage in the big theater hall.  They demand the withdrawal of Russian troops from Chechnya.   Negotiations with them have started;  It is an important issue.  In Kabul, a bomb was discovered and neutralized in the guest house of foreign forces. It seems that this is the tenth case of this type of action in Kabul in the last few weeks.

The United States has announced that if Russia stops cooperating with Iran in the construction of the Bushehr nuclear power plant, the United States will provide about 10 billion dollars in profits to Russia by encouraging the transfer of spent nuclear fuel from other countries to be stored in Russia.  

The United States has introduced the Islamic population of Al-Qaeda in Indonesia as a terrorist group and is pressuring others to consider it as a terrorist.

It was announced that the continuation of the US plan [in the UN Security Council to use force in Iraq to disarm weapons of mass destruction] has been postponed until Monday.  Today, the news of the hostage taking in the [theater hall] of Moscow is regularly broadcast in the reports.  A hostage and a policeman have been killed today.  Several explosions were heard and the hostage takers have given the Russian government a week to leave Chechnya.
