  The United States explicitly said that if Saddam and his family voluntarily seek refuge in another country, Iraq will not be attacked.  Saddam has written a letter to the United Nations and condemned US movements.  Immediately George W. Bush told the Security Council that if the resolution is not issued against Iraq, the United States will act.

Full text of the day:

Following the effective operation of the Palestinian mujahideen yesterday, Israel has been attacked by a number of tanks and western cities and entered the headquarters of [Yasser] Arafat, [Palestinian Authority President].

[US Secretary of Defense Donald Ramsfield] has explicitly said that if Saddam [Hussein] and his family voluntarily leave Iraq and seek refuge in another country, Iraq will not be attacked.  Egypt had previously declared that it was ready to take refuge in Saddam;  Like the King of Iran.  Saddam Hussein has written a letter to the United Nations and condemned US movements and has been deceptively called them.  Immediately George W. Bush told the Security Council that if the resolution is not issued against Iraq and has been repeated, the United States will prevent it from being implemented and acting.

The German Minister of Justice said the United States is acting today by Hitler's policy, and by enlarging the Iraqi issue, it seeks internal problems, and George W. Bush is angry with these statements and positions.  Under the influence of the public opinion of the German people, German officials explicitly oppose US policies in Iraq.
