The approval of the home and land ownership program; a promise that remained on paper.

On August 17, 1991, the Cabinet approved a program that was supposed to clarify the status of home and land ownership in Iran.

It was supposed that anyone who owned a house or land up to that time would be recognized as its owner, and the government would no longer be able to confiscate people's properties under various pretexts.

This decision, in appearance, was a big step toward establishing property rights; but in practice, it took years to be implemented and remained only on paper.
